VAt, Tax against the Poor??

I listened with interest yesterday as the Leader of our illustrious Labour Party condemned the rise in the rate of VAT to 20%, as a tax against the poor.
             Ok, so for example if I earn 20k a year, and I want to replace my television I would probably shop around for a budget priced TV. If however I earnt 60K a year, the chances are that I would treat myself to a considerably more expensive item. So who pays more tax ? Ummm hard one eh!.

 Likewise the same applies to clothing, alcohol, and basically any product.
 Labour caused the problem, and although I hate having to pay out, Surely the statement is is somewhat flawed.
